This thesis is executed by way of quantitative study through structured questionnaires in survey research completed by a sample of 400 personnel of the Police inspectorate levelwho serves as the gap between the junior and senior officers inpolice regions of Ghana. The analysis andstimulation of the study were done with the help of statistical package for the social sciences (SPSS), descriptive statistics andcomputationally efficient structural equation modeling (SEM) approach. The simulation results revealed a positive ethicalimpacton the individual employee efficiencythat sustains a culture of integrity, while theempirically analyzedcausal relationship between work ethics practices and performance efficiencyproved SEM estimation results positive. The positive or direct relationship is as a result of mediation by thepersonneland institutional behaviour. The proposed incentive scheme is limited to monetary and non-monetary incentives and identifiedtypes of incentives that best incentivizedits personnel. The proposed thesisdepended heavily upon past research findings and cases from the developed and developing countries on incentive schemescoupled with best incentivized scheme indesigning incentive scheme framework for strategic implementation to set effective police personnelperformance goals.
