Influence of Organizational Culture on Employee Productivity With The Mediating Effect of Workplace Incivility A Study On Municipal Corporation of Uttarakhand

Abstract

Organizational culture is widely recognized as a vital determinant of employee behavior, motivation, and performance. In public sector organizations, particularly in municipal corporations, where service delivery is people-centric and resource-constrained, fostering a strong organizational culture becomes even more crucial. Despite this, limited empirical research exists on how organizational culture affects employee productivity in the context of urban local bodies in India. Moreover, the role of workplace incivility as a behavioral deterrent and a potential mediator in this relationship has not been sufficiently investigated. This study attempts to fill this gap by exploring the impact of organizational culture (OC) on employee productivity (EP), while examining the mediating effect of workplace incivility (WPI) in selected municipal corporations of Uttarakhand. The research is based on a study involving municipal corporations of Uttarakhand, focusing on supervisory and clerical-level employees. The study employs a quantitative research design, using a structured questionnaire to collect data on a 5-point Likert scale. Variables were measured across well-established constructs for organizational culture, employee productivity, and workplace incivility. The data was analyzed using Structural Equation Modeling (SEM) to assess the direct and indirect effects among the constructs. newlineThe findings indicate a significant positive relationship between organizational culture and employee productivity. However, the presence of workplace incivility partially mediates this relationship, suggesting that uncivil behaviors can dilute the positive influence of a healthy culture on employee performance. These findings underscore the importance of recognizing and addressing workplace incivility as an internal barrier to performance in municipal governance.
