Abstract

This research investigates the origins and consequences of disinformation and propaganda on democracy and human rights within liberal democracies. It explores how technological advancements like artificial intelligence have reshaped the functioning and framework of the democratic public sphere. Specifically, it delves into recent global instances of disinformation and propaganda campaigns, highlighting their interference with democratic processes by manipulating public opinion. The study also examines international and national legislative measures and self- regulatory initiatives that have been discussed concerning these issues. Ultimately, the research provides recommendations for policy actions to address the underlying mechanisms behind the phenomena under examination. newlineThis study aims to determine the most appropriate approach to address the issue of online disinformation while upholding ethical values, fundamental rights and freedoms, and democracy. It is crucial to focus on identifying the primary causes behind the effective manipulation of individuals online, with particular attention to the business model of the internet, rather than solely relying on content moderation.
