Abstract
Rooted in the constitutional mandate of equality before the law, this research explores women s entrepreneurship as a significant pathway to gender equality, economic empowerment, and inclusive development in India, with particular reference to Himachal Pradesh. Despite women-centric laws, persistent legal, institutional, and socio-economic barriers continue to impede women s entrepreneurial participation. The study critically analyses existing legal and policy frameworks and evaluates their practical implementation through empirical evidence drawn from women entrepreneurs, government officials, and experts. It identifies gaps in legal awareness, resource access, and institutional support, highlighting the close link between women s entrepreneurship and broader gender equality goals. By exposing regulatory loopholes and offering targeted recommendations, the research contributes to limited legal literature and informs policy reform, academic discourse, and women s entrepreneurial advancement.
