Abstract
Education has the power to explore knowledge and knowledge has the power to explore
newlineexistence. Education does not mean simple distribution of existing knowledge; it means to
newlineexplore new knowledge and utilization of this knowledge for the development of society. No
newlinesociety can develop itself without education, so education is the most powerful instrument which
newlineplays an important role in the development of any community.
newlineAt present India has the largest illiterate population in respect of other developing
newlinecountries. According to the 2011 National Census report, the total literacy rate of India is 74%,
newlineout of 74%, 82% are male and 65% are female. Some of the states have achieved above 89%
newlineliteracy rate, therefore we are counted most populous illiterate country. To increase the literacy
newlinerate, the basic education for both male and female is very important. Over a period of time, many
newlineplans, programme and policies have been formulated by our Government to literate the masses.
newlineHowever, the result is not up to our expectation.
newlineThe western countries have given more attention to education; their Government; the
newlineeducation expenditure is more than that of India. For instance, United States 5.5, United
newlineKingdom 5.5 whereas India spends only 4.9% of GDP for education purpose. In recent years the
newlinedeveloped countries have realized the significance of education and its impact on the
newlinedevelopment of a community as well as a country. Elementary education is the basis of the entire
newlineeducational system. Children normally enroll in elementary education at the age of six. It is this
newlinestage where the child starts going to a formal institution and thus the formal education starts. It is
newlinethis stage of education that makes pupil literate. Pupil can be made able to play with their
newlinepractical knowledge which is the basic requirement for economic, social, cultural and political as
newlinewell as the overall development of a country.
