Abstract
Parliamentary control over finances is not effective. In order to make it effective, proper scrutinization of proposed expenditure is required. There is need to give more power to financial committees. Bodies like Public Private Partnership, Urban Local Bodies, Panchayati Raj Institution and corporation should be within direct control of the Comptroller and Auditor General.
