Abstract
Artificial Intelligence (AI) has emerged as a transformative force, reshaping industries, economies, and societies. However, the rapid advancement of AI technologies has sparked critical debates on the need for regulatory frameworks that ensure ethical compliance while fostering innovation. This thesis examines the interplay between AI innovation and ethical governance, focusing on international regulatory frameworks. It provides a comparative analysis of AI regulations adopted by European Union (EU), United Kingdom (UK), India, and China. Through a doctrinal and comparative legal methodology, this research identifies key legal principles, regulatory paradoxes, and governance challenges in the AI ecosystem. The study highlights the tension between fostering technological progress and mitigating risks, emphasizing the role of transparency, accountability, and fairness in AI governance. It critically assesses existing frameworks such as the EU AI Act, UK AI Strategy, India s National AI Strategy, and China s AI regulations, identifying their strengths, limitations, and implications for global AI governance. The research also delves into ethical dilemmas, including bias, privacy risks, and societal inequalities, evaluating how different jurisdictions address these challenges. A key contribution of this thesis is the development of best practices for harmonized AI regulation, advocating for a global governance model that balances legal certainty with technological dynamism. The findings suggest that a multi-stakeholder, risk-based approach grounded in ethical AI design and adaptive regulatory policies can ensure sustainable AI innovation while safeguarding fundamental rights. This study contributes to the evolving discourse on AI law and policy by offering insights into regulatory best practices and potential pathways for future AI governance. It provides policy recommendations to bridge regulatory gaps and enhance cross-border cooperation in AI governance, ensuring that innovation thrives within ethical and legal...
