The welfare and newlineeconomic progress of a country depends on the quality of education because newlineeducation refers to the development of human skill and knowledge of the people or newlinelabor force and education is called human capital. Different education policies during newlinethe post independent period focused primarily to improve the enrolment in the newlineprimary school. One of the primary objectives of schooling is to ensure that children newlineare enrolled and are attending school. Elementary education is very important part for newlinethe society and it is the back bone of the education of the country. Elementary newlineeducation creates deep foundation of the child s basic knowledge with their growing newlineage. In order to access all children up to 14 years of age the different National newlineEducation Policy gave priority to universialization of elementary education newlineprogrammed through different policies on different times and many initiatives like newlineOperation Black Board, Mid-day Meal, Sarvashiksha Abhijan (SSA) and Right to newlineEducation Act. India has achieved significant progress in attaining universal newlineenrolment in elementary education but the drop rates and low level of learning is the newlineproblem of many states. Uttar Dinajpur district is not an exception. The district is an newlineeconomically and educationally back ward district also. Literacy rate and learning newlineoutcomes of the district shows a dismal picture. newlineThe present paper is an attempt to study the enrolment trend at the elementary level in newlinethe government school and private schools in Uttar Dinajpur during the period 2012-iv newline13 to 2016-17 and enquiry into the problems relating to the learning outcomes of the newlinechildren at the elementary level in government schools of the district. newline
