Vocationalisation of school education in Haryana an assessment

Abstract

In the skill-oriented world, vocational education and training is believed to be one of the tools for economic growth for country like India. The secondary data though shows low proportion of enrolment in vocational education in India. The scheme of vocationalisation of higher secondary education rolled out National Skills Qualification Framework (NSQF) aiming at popularising vocational training by providing easy multiple entry and exit between vocational education, general education and job market. The study analysed the implementation of the scheme in the schools of Haryana which was the first northern state where scheme was rolled out. However, the policy guidelines are not in sync with ground realities. The reflection of which can be seen at school level. The spread of vocational courses is skewed. Courses are mostly service-oriented. There is mismatch in courses provided in schools from the key growth sectors of the district. The trend of average enrolment shows an overall increase.The implementation at school level was below satisfactory. Skilling is compromised due to lack of adequate technical equipment and supplies. Currently the job fest fails to utilise the potential. Earnings from informal training were higher. NSQF recognises the informal training too.
