The concept has undergone a major shift from the security newlineof the state to the security of the human being. The diseases are no longer confined within a newlineparticular region or nation it crosses the border very easily creating an alarming situation. Emerged after the post-world War II in the newlineenvironment of conflict and tension WHO successfully live up to the expectation of the newlinecommunity, which struggled to establish it. From then to till now there were various changes newlinein the institution and it faced a lot of criticism. Thus, the study tries to defend WHO as relevant newlineas well as an important actor in the field of health.
