Abstract
Panchayati Raj Institutions in India have their roots since times immemorial.
newlineThe system has come into existence through a long process of evolution. The
newlinePanchayati Raj institutions provide an important mechanism for rural development
newlineand democratic decentralization of powers at the grass-root level. Panchayati Raj
newlineinstitutions ensure people s participation and involvement in the political system. It
newlinewas realized that village panchayats have enormous potentialities based on grass-root
newlinedemocracy. Thus, on attaining independence, the formal constitutional recognition of
newlinePanchayati Raj was included in the Directive Principles of State Policy under Article
newline40, as a unit of rural local self-government. Thus, the emergence of Panchayati
newlineRaj is considered a milestone in the history of political institutions and it is the
newlinepermanent basis of rural democracy.
